Nigeria was not left out that day and citizens of the country joined others to celebrate the Teachers' Day.Teachers were recently celebrated across the globe. The United
Nations set aside a day to appreciate the impeccable roles played by
teachers.Recently, there have been intense calls from different quarters for upgrade of the educational sector in Nigeria.Nollywood
actress, Grace Amah, believes that the teachers have been neglected
“especially in developing nations like Nigeria and Africa.”She
stated that the governments have chosen to concentrate more on
irrelevant issues rather than focusing its attention on the main source
of human development which is education.Grace said the negligence
of government to the sector as what leads to some Universities "turning
to breeding centres for cultists and training campuses for political
thugs for politicians."

On Monday, the Ministry of Education
announced that history textbooks for middle and high schoolers
nationwide will be authored by the government starting in the 2017
school year.Rival political parties were locked in a bitter dispute Tuesday over
the government's reintroduction of state history textbooks for secondary
school students, with the main opposition party announcing an all-out
war against the plan. The main opposition New Politics Alliance for
Democracy (NPAD) pledged not to cooperate with the ruling Saenuri Party
on the budget and laws regarding state-authored history books.Later in the day, NPAD Chairman Moon Jae-in and
other senior party members will participate in a rally in downtown
Seoul against the state textbooks."The party will not cooperate in setting a budget for the
state-published textbooks," said Rep. Choi Jae-cheon of the NPAD during a
party meeting.The Saenuri Party,
meanwhile, said it will push ahead with the state textbooks, vowing to
hold several seminars and public hearings to promote the issue. The ruling party said it will focus on informing people about the
importance of ensuring students have a balanced view of history and that
they are educated based on facts."The NPAD leadership will
face strong backlash from the public if it continues to turn away from
important issues," Won Yoo-chul, floor leader of the Saenuri Party, said
during a party meeting, urging the opposition party to focus on
improving people's lives.
The government started publishing
school history textbooks under the authoritarian Park Chung-hee
government in 1974. It relinquished the power to private publishers in
2011 under a government monitoring system.Currently, history
textbooks are published by eight private publishing companies after
being approved by an independent textbook review committee of experts.
Schools choose from any of the eight textbooks, while primary schools
have a single set of state-authored history textbooks.
A total of 254 foreigners were apprehended between Aug. 20 and Sept.
18 on suspicion of teaching foreign languages in private or through
educational institutions without necessary qualifications, the ministry
said.Hundreds of foreigners have been caught giving unauthorized private language lessons, the Justice Ministry said Wednesday. Some of them satisfied the eligibility rule but had
recruited students in illegal ways, such as via the Internet without
reporting to the authorities. The total breaks down to 120 Chinese and 65 Americans by nationality. When added to the number of foreigners from other English-speaking
countries, the number of English tutors was the most with 132.The ministry also rounded up 11 South Koreans from two agencies, accusing them of helping the foreigners find students. The foreigners will be either fined or deported, the ministry said,
adding that the Koreans from the two agencies will be sent to the
prosecutors' office."Illegal Chinese tutoring cases have soared dramatically with the
increased demand in the language," a ministry official said.Under South Korean law, any foreigners
wishing to give language tutoring must fulfill the necessary conditions
and give lessons at authorized institutions.

   The communist nation freed
Joo Won-moon, a New York University student with a U.S. green card,
through the truce village of Panmunjom, earlier in the day, according to
a ministry official. Joo was arrested on April 22 after allegedly
illegally crossing into the North from China.SEOUL, Oct. 5 (Yonhap) -- North Korea on Monday repatriated a
21-year-old South Korean student who has been detained there since
April, the Unification Ministry said, in what could be a conciliatory
gesture by the North to South Korea. The North's Korea Central News Agency said in a short dispatch that the North deported Joo on humanitarian grounds."It's a relief
that North Korea has decided to repatriate our national, Joo," the
official noted, adding that the North should also send home three other
South Koreans still held in the country -- missionary Kim Jung-wook, Kim
Kuk-gi and Choe Chun-gil.
The North's abrupt move is seen as a conciliatory sign at a time
when the country has ratcheted up missile and nuclear threats ahead of a
major anniversary.Dampening the hard-won conciliatory mood on
the Korean Peninsula, the North has strongly hinted that it will launch
a long-range rocket or conduct a fourth nuclear test as it is preparing
for the 70th anniversary of the founding of the ruling Workers' Party
of Korea, which falls on Saturday.South and North Korea
reached a landmark deal on Aug. 25 to defuse military tension and resume
the reunions of families separated by the 1950-53 Korean War.Experts said that the North's move may be intended to promote its regime
as an advocate of human rights ahead of its anniversary. In an
interview with U.S. news cable network CNN in May, Joo admitted that he
had intentionally entered the North on the belief that his arrest could
have a good effect on inter-Korean relations.Unlike Joo's
case, the other three South Koreans faced criminal punishment as they
were sentenced to hard labor for life on charges of spying for Seoul's
intelligence agency."By releasing Joo, North Korea appears to
give South Korea a message showing that the North protects human
rights," said Yang Moo-jin, a professor at the University of North
Korean Studies. The professor said that nevertheless, along
with the upcoming family reunions, Joo's repatriation is likely to set
the stage for better inter-Korean ties.
Members of the Delta State House of Assembly representing
Ughelli South Constituency, Hon Reuben Izeze, is bewildered that Primary
School pupils at Omosuomo and Ekameta, two riverside communities in
his area, still sit on bare floor to study without desks.Hon Izeze, who undertook a tour of the communities to appraise their
needs, said what he observed during the visit staggered him.

My devastating experience

His words, “My most traumatizing experience was when I saw kids
learning in classrooms with no desks and sitting on bare floor at
Omosuomo and Ekameta communities, I wept.” “About 17 communities (Ewu)
are riverine with no access roads, electricity or healthcare facilities. He said, “From what I saw in the course of my tour of the 69
communities that make up my constituency, I can confirm to you that
Ughelli South is indeed one of the most backward local government areas
in Delta state in terms of infrastructural development.”
27 other communities in the upland area (Ughievwen) are littered with
abandoned/uncompleted road projects and poor education facilities,” he
asserted.Hon Izeze added, “Also at Otitiri/Iwhre-Ogun, a part of the community
had been completely submerged by coastal erosion and clearly, it has
gone extinct.” He bemoaned: “To get to some of the riverside Ewu
communities in my constituency, which is Ughelli South, you have to pass
other local government areas, Burutu and Bomadi, this is irritating as
it is burdensome to my people.”“I also found that there are major communities in the Jeremi area
that are not accessible during the rains because of lack of roads and
bridges. This is besides the decay in infrastructure and dearth of
personnel in the basic education sector,” he further lamented.

Laughable facilities
The lawmaker said there was lack of primary health providers in most
of the communities he visited and inadequacy of equipment and staff in
the few existing Primary Health Centres, PHCS, pointing out that only
one inadequately equipped and staffed General Hospital cannot serve the
entire constituency. He said that practically all the existing water schemes in the local
government were not functional, while government have not connected the
riverside communities, also threatened by coastal erosion, to the
national grid.

Compendium of findings
The worried Hon Izeze, however, said, “We have been able to prepare a
compendium of all our findings and gotten experts to cost the
challenges we identified. It is our intention to present this to the
present government of the state with a view to getting these issues
addressed as the finances of the state improve.”“Also we intend to reach out to other states and federal intervention
agencies with some of these challenges in our bid to use a
multi-dimensional approach to solving the developmental needs of our
people. “Non-governmental Organizations, NGOS and private sector
operators will also not be left out as we seek to address these litanies
of challenges as we believe that government alone cannot do it all,” he
asserted.

Premeditated goals
He said that part of our strategic objectives is to effectively
connect all communities in the local government to the national grid by
2019, provide 16 transformers for 13 communities, complete ongoing
electricity projects in Gbaregolor and extension to five other
communities, as well as provide approximately 350 solar streetlights in
23 communities.Izeze is advocating provision of equipment for the 30 existing
primary health care centres in the local government, upgrade of general
hospital, Otu-Jeremi; back-up of Ewu cottage hospital to a general
hospital; rehabilitation of Oginibo PHC; completion/equipping of four
PHCS; new cottage hospitals at Ovwor and Ofrukama; and floating
hospitals to serve the riverine communities. He also said the existing water schemes in 29 ommunities across the
local government should be rehabilitated, new water schemes provided in
three communities, as well as rehabilitation and equipping of 17
existing primary schools in the constituency. His list of requests also include establishment of four new secondary
schools, Technical College at Agbon, construction and equipping of
DESOMATEC campus at Gbaregolor, tertiary institution in the area,
construction of foreshore walls and embankment in five communities,
dredging of two major rivers, construction of culverts in four
communities among others.
A YOUNG Nigerian from Akwa Ibom State, Ufot Ekong, 24, addressed the
last Nigerian Diaspora Day Conference. He was celebrated as the next
Philip Emegwali to emerge from Nigeria.
He had, during the year, won four awards including that of overall
best graduating student at one of Japan’s most prestigious higher
institutions, Tokai University. He also solved a 50 years old universal
Mathematical problem. Beyond the invitation by President Muhammadu
Buhari to address the Diaspora Conference, his State Governor, Mr. Udom
Emmanuel, offered him a state government scholarship covering his
Masters and Doctorate degree studies, which he has already commenced.
The story of Ufot Ekong, was not always rosy till he won the
accolades. Ekong lost his father, a renowned former Nigeria Airways
pilot, at 14. At 19, he left the shores of Nigeria for Japan. He
enrolled for one year language course and today, he writes and speaks
Japanese fluently. Hardwork, determination and dedication is his full
story. Without a father, and a mother who had other children to support,
Ekong took to working in between lectures. He did two jobs – one at
McDonalds between 5p.m and 11p.m; another in a shipping company between
2a.m and 6a.m. He would get home by 7a.m., take a shower and a short nap
with multiple alarm clocks so that he could wake up and make school by
9.30a.m. He went through this cycle all through his school years. Today,
his adversity and consistency has brought him fame.
In contrast, another 24 year old Uduak Ekanem, from the same State,
with a businessman father still alive, and a middle income earning
mother who works in the Civil Service, started school at the University
of Uyo same year with Ekong.
He had no problem with money as his father supports him greatly. He
even had a car at his disposal to take to school. Most times, he loiters
in the company of other “cultist” friends, and spends free moments at
drinking joints. While Ekong was receiving his award in Japan, Ekanem
was in front of the house of a politician, asking to be hired for
“political” duties. He had since withdrawn from school.
It is for the sake of youths like Ufot and Ekanem that Governor Udom Emmanuel design the Dakkada
campaign to revive the personality of the Akwa Ibom person – Ekong as a
model of revival and Ekanem as a candidate for revival. Dakkada,
literally meaning arise is the high point of this year’s 28th
Anniversary Celebration of the State holding at the renowned Godswill
Akpabio International Stadium on September 23, 2015.
Aniekan Umanah, State Commissioner for Information and
Communications, said “Dakkada is a campaign the governor is passionate
about. He comes across as a prophet kept for an appointed
time. Governor Udom Emmanuel is that prophet. And the time is the time
of economic down turn. A time for creativity. A time for innovation.
A time for ingenuity. Even within this time of adverse economic
conditions, Governor Emmanuel has mapped out a five-point agenda and is
poised to see them through. For these to happen, he needs the
cooperation of his people and for them to have the same mindset. That,
basically is the philosophy behind Dakkada. A clarion call for the people to rise up, motivate themselves and be all they never were.”
Umanah said it is about arising to greatness; having faith in God
that all things are possible; exchewing cleavages like ethnicity,
reliogion and gender; and bonding together in unity. “It is also about
rising to chart a new course in development; rising to task our
creativity; rising to dare so we can do anything we set our minds to do;
rising to the faith that Akwa Ibom was created to be great and that
greatness is in all of us”
The campaign, according to the commissioner, is about the elevation
of “the consciousness of every son and daughter of Akwa Ibom State,
transforming same to think out of the box and recreate in themselves
several Ufot Ekongs, several Vincent Enyemas, Ray Ekpus, several Paul
Usoros, several Nsikak Eduoks et cetera”. The Commissioner further said
the concept is deep and will totally change the psychic frame and
mindset of Akwa Ibom people. Why? “It is a more than a mere affirmative
declaration. Dakkada is deeper because it is a call to action and is action itself”.
Affirmative declaration
The anniversary will also see the commissioning of projects by the
State governor. The projects include a newly constructed gynecological
ward, male ward and children ward at the St. Luke Hospital; the
rehabilitated potable water supply headwork’s for Uyo Urban at Ifa Atai
and emergency intervention on gully erosion at the School of Nursing,
Anua. The governor will also flag off the construction of three
collapsed bridges and internal roads in Obot Akara; the dualization of
Oron-Uyo Road, a federal road.
Umanah listed other achievements of Governor Udom Emmanuel so far to
include the installation of “dead bus” technology which allows Akwa Ibom
to be an island of power supply during national grid outages;
resuscitation of Peacock Paint; payment of 10 years arrears of pension
and gratuity to retired teachers; payment of CONHES consolidated salary
structure approved in August 2014, to Nurses, effective June 1, 2015;
renovation of Cornelia Connelly College, Uyo; inauguration of several
technical committees viz agricultural and food security, Ibaka Sea Port
and Foreign Direct Investment.
Work has also commenced on the construction of the new terminal
building and the Maintenance, Repair and Overhaul (MRO) facilities at
the Ibom International Airport. Contracts have also been awarded for the
construction of 5km Ikot Usop-Ikot Edeghe –Ikot Ekpuk road with 30m
span bridge in Mkpat Enin, the 5km Mkpok-Okat road in Onna; outfall
drain and urban roads in Oron and Uyo, outfall drain from Nsikak
Eduok/Oron Road to Tropicana Complex.
The campaign will see a float of young people move round the town
with the message of the campaign. Later in the day, they will ‘empty’
into the stadium where the governor, after planting the seed of belief
for the concept, will present the creed, lit the campaign torch and
finally declare the campaign running.

A recent study has shown that college authorities in Nigeria might be culpable in providing a conducive atmosphere for sexual harassment and bribery due to passiveness in vigorously curbing sexual harassment and bribery.
According to a survey conducted by Dream Project for Africa during Phase I of the “End Sexual Harassment and Bribery in Nigerian Colleges” campaign, only 8% of students believe that school authorities take sexual harassment offenses seriously. The respondents in the survey were mainly students of the University of Lagos campus, where one of the lecturers in the Accountancy Department, Dr. Akin Baruwa was alleged to have raped an 18-year old student.

When asked about how common the issue of sexual harassment was in their college, 75% of the respondents replied that sexual harassment was high on the campus. The most dreadful reality of the research was that 90% of the respondents were between the age range of 16 and 26. This implies that the very future of Nigeria is being methodically destroyed by the scourge of sexual harassment and bribery while authorities take little or no action to shore up the confidence of these young leaders. Alarmingly, 33% of the respondents confirmed that they or someone they know have been (or are being) sexually harassed. 37% dread the idea of reporting the issue to anyone!

Although, it is a general claim that provocative dressing is a factor that encourages sexual harassment of students, 65% of students believe that this is not true.

On the issue of bribery, 75% of students reported that bribery is a major challenge for students in Nigerian colleges. 53% of respondents report that there are no specific sources defined by the school authority to report cases of bribery to and 47% say that that they have paid or have been asked to pay bribe before.

Another interesting report from the research is that 42% of respondents claim that lazy and unintelligent students are the ones who encourage bribery in the system.

Overall, 96% of students who responded believe that they could build a better future for themselves if sexual harassment and bribery were not factors standing in their ways.

Student Union executives and legislators at the Obafemi Awolowo University, Ile-Ife, have budgeted N1, 837, 550 to make official phone calls between August, 2015 and January, 2016.

In a copy of the Student Union budget made available to our correspondent and debated by members of the OAU Student Representative Council on Sunday evening, the leaders also had a separate budget for internet facilities and sending of bulk Short Message Service.

The sum, which did not also include the one for purchase of phones, was budgeted by the leadership of the Central Executive Council and Students’ Representative Council led by Mr. Omotayo Akande and Mr. Adebari Aare respectively.

Others are the clerk, deputy speaker, halls of residence executives, chairmen and secretary of transport, judicial, and budget and finance committees.

The student union leaders, who in totality budgeted N26, 090, 469 for their various needs, are expecting an income of about N15m.

A breakdown of the budget showed that the speaker, Mr. Adebari Aare, proposed to spend N232, 500 for official phone calls for 310 days, while the president of the union also proposed to make calls for 180 days with N108, 000.

Among other items that surfaced on the president’s budget were fuelling at the cost of N270,000; bus maintenance, N300, 000; ‘intervention’, N300, 000; and security vote, N300, 000.

Contained in the speaker’s budget is welfare costing N217, 000; long journey and short journey accommodation, N1, 250, 000; long and short journey trip, N500, 000 among others.

When contacted, the Chairman, Budget and Finance Committee, Mr. Abayomi Samuel, said the budget had not been approved.

Samuel, whose committee also budgeted N114, 000 for phone calls, added that some of the expenses had been reduced.

While speaking to our correspondent on the telephone and confirming the phone call expenses, Samuel said, “The budget has not been approved.”

However, our correspondent gathered that students of the university are divided over the budget.

One of them, Sammy, said, “How will they say they want to make phone calls with that kind of money when we are all complaining of poor toilet facilities and lack of food in our hostels. This is extreme wickedness.”

Lecturers under the aegis of Council of Academic Staff Unions of Osun State Owned Tertiary Institutions stormed the Osun State House of Assembly to protest nonpayment of their salaries for the past eight months.

The lecturers, who had been on strike for the past three months were led by leaders of the body including Chairman, Lasisi Jimoh; Secretary Olusegun Lana and Public Relations Officer, Dotun Omisore.

The lecturers, who were armed with placards with various inscriptions, were chanting, ‘Save our Souls’, ‘Enough is Enough’, ‘Pay our Salaries’ and ‘We Reject Half Salaries’, sang anti-government songs.

They also rejected the plan of the state government to pay half salaries while saying they would not submit themselves to fresh screening directed by the government.

The irate lecturers said the plan of the state government to pay workers half salaries was shocking because the state had received its share of the bailout fund from the Central Bank of Nigeria.

The letter was signed by the CASUOSTI Chairman, Lasisi Jimoh; secerayry, Olusegun Lana; Chairman Academic Staff Union of Polytechnic, Iree, Dotun Omisore; ASUP chairman, Esa Oke, Adesola Akande; COEASU Ila-Orangun Chairman, Segun Onifade and COEASU Ilesa Chairman, Oladele Ojo.

The Chief Whip of the House of Assembly, Mr. Folorunsho Bamisayemi, while addressing the protesters appealed to them to exercise patience, saying efforts were underway to ensure their demands were met.

However, the Speaker, Mr. Najeem Salam, after after spending some minutes with the protesters walked out on them.
The Secretary of the council, who spoke with our correspondent, said lecturers had been on strike for the past months without government seeking to negotiate with them.

Lana said, “We came to the House of Assembly to submit Save Our Souls letter. The protest went well until the Speaker walked out on us.
” The state government has not been remitting pension deductions from our salaries to our Pension Fund Administrators, this is against the law. The deductions are supposed to be remitted seven days after salaries are paid but this is not happening.”

Lana also stated that the institutions were understaffed and the few lecturers were overburdened despite not being paid for many months.

In the wake of recent attacks and unrest across the states of Nigeria, the NYSC board has now included in the registration procedure of NYSC members to choose at least 3 states which they would love to be deployed from which one will be finally selected for them by the board.

I think the NYSC has started to become liberal and more democratic with this initiative but it will stand against the main motive for which the programme was established!

The disadvantage of this development will be very disturbing; as some states will be favoured at the expense of the others.

However, the corps members have restricted Geo-political zones depending on the school they graduated from!
