Hanwha, LIG Nex 1 and Poongsan were selected as preferred bidders in the
deal to take up the missile development during a meeting of the
decision-making committee of the Defense Acquisition Program
Administration (DAPA) earlier in the day.South Korea tentatively picked three defense manufacturers Monday for
its project to develop air-to-surface missiles for light-armed
helicopters from 2023, the defense procurement agency said. With precision strike
functions, the air-to-surface anti-tank missiles will be used in arming
the Army's light-armed helicopters in replacement of the Army's aging
BGM-71 TOW missiles for nine years from 2023.With the similar weight of about 3 kilometers, the new missiles could
fly up to eight kilometers, more than twice the range of 3.7 km by TOW,
the DAPA said. The budget for the development and mass production has been set at 500 billion won (US$437 million).Poongsan will take up the development of the missile's warhead while the others are to develop other parts of the weapon. In the same meeting, the committee also gave its nod to the agency's
plan to buy a computer and radar system from U.S.-based Lockheed Martin
to equip three future Aegis destroyers with an upgraded combat system."The results of negotiations with Lockheed Martin over functions and
offset trade have met the requirement," the DAPA said, adding that the
latest approval will allow the agency to proceed with the purchase deal
through the U.S. foreign military sale program."The purchase
of the new combat system will equip Ageis destroyers with increased
water-surface, undercurrent and mid-air counter-attack capacities while
newly bringing in functions to detect, track down and intercept
ballistic missiles," the agency said.

Park said in a joint news conference with Gauck
after the summit that they shared "the urgency and importance of North
Korea's denuclearization."President Park Geun-hye said Monday that she agreed with German
President Joachim Gauck to make efforts to ensure North Korea will
abandon its nuclear weapons program and join the international
community.North Korea pledged to scrap its
nuclear programs in return for diplomatic concessions and economic aid
under a landmark 2005 nuclear deal with South Korea, the U.S., China,
Russia and Japan.The North has
repeatedly vowed to develop its economy and nuclear arsenal in tandem,
viewing its nuclear programs as a powerful deterrent against what it
claims is Washington's hostile policy against it.The North later backtracked from its
commitment and conducted nuclear tests in 2006, 2009 and 2013, drawing
international condemnation and U.N. sanctions.Park also
said she and Gauck will continue to cooperate to help improve North
Korea's dismal human rights record, though she did not elaborate.North Korea has long been accused of grave human rights abuses,
ranging from holding political prisoners in concentration camps to
committing torture and carrying out public executions. The
North has denied accusations of its alleged rights abuses, describing
them as a U.S.-led attempt to topple its regime. The country has claimed
it has the world's most advantageous human rights conditions and
policies.
Park also said South Korea will further strengthen
cooperation with Germany over potential unification between South and
North Korea, noting the German experience of unification can be a
valuable lesson to South Korea.Park believes that peaceful
unification is the fundamental solution to resolve the standoff over
North Korea's nuclear weapons program. She has called unification a
"bonanza" for South Korea as well as a blessing for neighboring
countries.Gauck said he is pleased that South Korea and Germany exchange opinions on the issue of unification.North Korea has long suspected that Seoul could be plotting to absorb Pyongyang, a claim denied by South Korea. The Korean Peninsula was divided into the capitalistic South and
communist North after liberation from Japan's 1910-45 colonial rule. The
two sides then fought in the 1950-53 Korean War, which ended in a
truce, not a peace treaty. In an address to the National
Assembly, Gauck said he supports Park's initiative to boost cooperation
on soft issues in the region. The initiative is designed to
promote peace by building trust in a step-by-step manner. It calls for
countries in the region to start with softer, nonpolitical issues, such
as environmental issues and disaster relief, to foster trust before
expanding cooperation to tackling serious political and security
matters.Park is also pushing for similar step-by-step measures to build trust between the two Koreas."Trust and dialogue is the key to peaceful changes and
understanding," Gauck said, adding South Korea and other countries
should work for a policy change in North Korea. Also Monday,
state-run Korea Electronics Technology Institute and BMW, a German
luxury car brand, signed a memorandum of understanding calling for
cooperation in automobile and information and technology.Trade volume between South Korea and Germany stood at US$28.9 billion in 2014, up 36 percent from 2009.
"We need to aggressively seek ways to enjoy
the fruits of Chinese economic growth if it is difficult to directly
make inroads into Chinese domestic markets," Park said in a meeting with
members of an advisory committee on economic affairs.President Park Geun-hye said Wednesday that South Korea should seek
ways to buy stakes in or carry out merger and acquisition deals of
Chinese companies.
She also
said South Korea should change its economic structure to better cope
with challenges caused by economic changes in China.China is
pushing to boost domestic consumption in a major transition for the
world's second-largest economy that has long relied on exports and
investment for economic growth.South Korea and China signed a free trade agreement
in June, though the deal has yet to be ratified by the Seoul and Beijing
legislatures."In a long-term perspective, we should change
our economic structure in a way that can effectively respond to changes
in China.""We should make efforts to
expand our overseas markets through a free trade agreement with China,"
Park said in a meeting with members of an advisory committee on economic
affairs.China is South Korea's largest trading partner
with two-way trade volume reaching US$235 billion in 2014. Millions of
people travel between the two countries annually.Park also
said South Korea should explore strategies to stay ahead of Chinese
competition while pursuing measures conducive for mutual economic
growth, noting China "still presents various opportunities" to South
Korea. On Tuesday, the International Monetary Fund lowered
South Korea's economic growth outlook for 2015 to 2.7 percent from an
earlier 3.1 percent, citing slumping exports and weak domestic
consumption. In its latest World Economic Outlook report, the
Washington-based organization said the downgrade stems from the
weakening of economic activity sparked by negative growth in exports and
anemic consumption.
South Korea's exports account for about half of its gross domestic product."There are still many mountains to cross for a new economic takeoff,"
Park said, referring to internal and external challenges facing South
Korea.Park voiced confidence South Korea can turn crisis into
opportunity, citing the "Saemaeul Movement," or new community movement,
which served as a springboard for South Korea's leap forward. The initiative -- launched by Park's father, then-President Park
Chung-hee in the 1970s -- is credited with helping modernize the
then-rural South Korean economy.

During his confirmation
hearing held earlier in the day, Lee said South Korea will hit back on
the origin of attack with combat jets if the North launches another
provocation like the shelling of a front-line island in 2010.The National Assembly approved Army Gen. Lee Sun-jin, who vowed to
make a strong response to North Korea's provocations, as the new Joint
Chiefs of Staff chairman on Monday."We could add a counterattack on the enemy's site of origin using combat planes," Lee said.
The nomination procedures will be completed when President Park Geun-hye officially confirms Lee.
The remarks were in response to a question from ruling Saenuri Party
Rep. Yoo Seong-min on how he would respond if an incident such as North
Korea's 2010 shelling of Yeonpyeong Island occurs again."I will retaliate strongly so they bitterly regret the provocations," Lee noted. If North Korea carries out another provocation, it will be around the
Northern Limit Line, where blue crab fishing is in high season, he
said, referring to the inter-Korean maritime border in the Yellow Sea.The
shelling killed four South Korean marines and civilians and wounded more
than a dozen others and South Korea hit back with dozens of artillery
rounds at that time.Touching on the U.S.' Terminal High-Altitude Area Defense (THAAD)
system, the general said South Korea has no plan yet to adopt the
defense system, although its local deployment could benefit the South
Korean military."At this moment, our military does not have
any plan to introduce THAAD," according to the general. Touching on North Korea's nuclear
capabilities, Lee said the communist country is believed to have
miniaturized nuclear weapons "to a considerable extent," but whether the
country has deployed them for combat use has not been confirmed yet.Lee
was nominated as the next Joint Chiefs of Staff chairman last
month to replace Adm. Choi Yoon-hee, whose two-year term ends in
mid-October. "The military
currently has weapon systems it is trying to deploy within the Korean
Air and Missile Defense (KAMD) system."Further asked
whether KAMD, the local defense system, is sufficient to defend the
country, Lee said KAMD needs further development."Any
deployment of THAAD will be determined under our initiative in
consideration of military benefits and national interest," he said,
adding that if the U.S. Forces Korea deploys THAAD on South Korean soil,
it would help the military.
